To:
His Excellency, Dr. Peter Ndubuisi Mbah
The Executive Governor of Enugu State
Government House, Enugu
Your Excellency,

I write to you today on behalf of the Global Center for Media and Human Empowerment (GCMHE) to present a strategic, urgent appeal regarding the ongoing remodeling of the Nnamdi Azikiwe Stadium in Enugu. While our organization highly commends your administration’s active ₦10 billion budgetary commitment to modernizing “The Cathedral” to meet FIFA standards, we strongly urge your office to issue an immediate policy directive to increase the stadium’s seating capacity far beyond its current 22,000 threshold.
For a football-loving nation of over 200 million people, maintaining a restrictive 22,000 capacity in a major state capital creates a massive infrastructure bottleneck. To elevate Enugu State into a premier international sports hub, the expansion of this facility must be treated as a matter of urgent public safety and macroeconomic interest.

The Danger of Structural Outgrowth: Lessons from History

As Enugu prepares to host the 2026 National Sports Festival (the Coal City Games), infrastructure must match demographic realities. The critical risk of under-capacity was clearly demonstrated during the recent “Oriental Derby” between Enugu Rangers and Enyimba FC. The overwhelming surge of nationwide fans pushed the stadium far past its safe containment limits, creating severe vulnerabilities for the state’s security apparatus.
If Nnamdi Azikiwe Stadium is designated to host high-profile Super Eagles international fixtures, the current capacity makes crowd management inherently dangerous. By proactively expanding the stands now, your administration can systematically prevent a devastating stadium stampede or security crisis.

Global Benchmarking: Modern Arenas and the Power of Scale

To understand the limitations of a 22,000-seat venue, we must look at historic and modern sports architecture:

  • The Historical Standard (National Stadium, Lagos): Decades ago, Nigeria recognized the necessity of scale. The iconic National Stadium in Surulere, Lagos, was engineered to accommodate 45,000 to 55,000 spectators, proving that Nigeria’s football culture has long outgrown small municipal pitches.
  • The Modern Continental Standard (FNB Stadium, South Africa): Just last weekend, the legendary Soweto Derby between Orlando Pirates and Kaizer Chiefs was hosted at the First National Bank (FNB) Stadium in Johannesburg. The fixture safely accommodated a completely sold-out crowd of over 80,000 spectators, demonstrating how world-class, high-capacity engineering converts intense football rivalries into secure, celebratory, and highly profitable global spectacles.

The Multi-Faceted Benefits of a High-Capacity Arena

Upgrading “The Cathedral” into a 40,000+ capacity modern arena yields critical developmental advantages for Enugu State:

  1. Unlocking Premium Sports Tourism: The Confederation of African Football (CAF) and FIFA enforce stringent crowd-spacing and security protocols for elite international matches. A larger stadium positions Enugu as a primary host city for international qualifiers and continental tournaments.
  2. Exponential Revenue Generation: A direct increase in seating translates to higher ticket volumes, maximizing internally generated revenue (IGR) for the state government while boosting the local hospitality, transport, and retail sectors.
  3. Enhanced Security and Advanced Access Control: A comprehensive structural expansion allows engineers to integrate modern crowd-flow systems, wide emergency evacuation routes, electronic turnstiles, and perimeter safety zones that are physically impossible to implement in a cramped facility.

Directional Recommendation

Your Excellency, “what is worth doing at all is worth doing well.” Rather than a cosmetic renovation that maintains a restrictive boundary, we respectfully advise your administration to authorize a structural expansion—such as adding a secondary tier or extending the grandstands.
By expanding the stadium during this active construction phase, Enugu State will save billions of Naira in future modification costs, protect public lives, and establish a legacy landmark that mirrors your vision of a modernized, prosperous Enugu.
Thank you, Your Excellency, for your visionary leadership, your commitment to public safety, and your dedication to the progress of the Coal City.

Yours Faithfully,
Charles Ejoh
